The Department of Outdoor Space and Mobility is the leading institution of the Riga City Council in the field of traffic and transport infrastructure. The Department was established in 1997, by reorganizing the structural units of the Riga City Council. Currently, as a result of the reorganization, the Riga Municipality Agency “Rīgas gaisma” and the Territorial and Planning Department of the Central Administration of the Riga City Municipality were added to the Department. The most important functions of the Department are organizing the maintenance, design and construction of transport infrastructure objects, external lighting networks, solving traffic organization and traffic safety issues, planning, coordination and control, organizing and controlling the protection of transport infrastructure, coordinating and controlling commercial passenger transportation, ensuring the organization of public transport services in the municipal public transport route network and ensuring the control of road transportation.
